The Cabinet of Ministers of Azerbaijan has officially allocated a 711.4-square-kilometre maritime area within its sector of the Caspian Sea for offshore wind energy development.
This allocation was formalized through Cabinet Decision No. 251, signed by Prime Minister Ali Asadov on July 31, 2026. The designated area has been classified as a renewable energy zone to promote the establishment of offshore wind farms.
The Ministry of Energy of Azerbaijan has been tasked with overseeing the selection process for an electricity producer within this area, in line with national regulations pertaining to renewable energy site selections.
Additionally, the decision stipulates that construction permits for wind farms in the area must be obtained under existing Azerbaijani renewable energy laws and the Urban Planning and Construction Code.
Earlier this year, EOLOS Floating LiDAR Solutions deployed its FLS200 buoy at an offshore wind development site operated by Azerbaijan Green Energy Company (AGEC) in the Caspian Sea.
This deployment followed a collaboration agreement between the Ministry of Energy and Clean Energy Capital, a subsidiary of AGEC, for conducting research aimed at developing an offshore wind project in the designated area.
In June of the previous year, the Ministry of Energy also signed a contract with China Energy Engineering Corporation (CEEC) to investigate the feasibility of a 200 MW offshore wind project in Azerbaijan.
Prior to this, the Ministry had inked two additional agreements with Chinese firms concerning the advancement of offshore wind initiatives in the region.
